About
HydroCore Engineering is a civil engineering firm serving small rural water systems in California. These small systems often have limited technical, managerial and financial capacity to address aging infrastructure, water quality issues, insufficient source and storage capacity, and inadequate fire protection. We provide engineering and technical assistance at every step, from funding applications through planning, design and construction. We help water systems deliver safe and reliable drinking water that meets regulatory and industry standards.
Services
We provide engineering services for every phase of the project life cycle: planning, design, bidding and construction.
Planning Phase
Planning lays the groundwork for every project that moves into design and construction. Our planning services range from system evaluations, feasibility studies and preliminary engineering to master plans, funding applications, environmental review, permitting, regulatory compliance, hydraulic modeling and GIS mapping.
Funding Application Assistance
Small water systems often lack the financial capacity to pay for capital improvements from their rate revenue. We help systems identify and secure grants and low-interest loans for eligible projects. We provide technical support through each step of the application process, including:
- DWSRF planning and construction applications
- USDA Rural Development planning and construction applications
- Urgent Drinking Water Needs applications
- Other federal, state, and local funding programs
Regulatory Compliance Assistance
We help water systems resolve compliance issues with the local environmental health department or the State Water Board Division of Drinking Water (DDW). Services include:
- Emergency and disaster response plans
- Drought contingency and water conservation plans
- Electronic Annual Reports (eAR)
- Technical, Managerial, and Financial (TMF) assessments
- Vulnerability assessments
- Water supply permit applications and amendments
Environmental and Permitting Assistance
We prepare and file CEQA Notices of Exemption for exempt projects. For projects that require Initial Studies, Mitigated Negative Declarations, or NEPA documents, we coordinate with qualified environmental firms and manage the process through approval. We also prepare applications for project permits, including encroachment, well construction, well destruction, and other permits.
Systemwide Planning Documents
Systemwide planning documents evaluate the entire water system rather than a single facility. They assess asset condition, system capacity, and future demand, then define prioritized, cost-estimated projects for rehabilitation, replacement, and expansion. We prepare:
- Asset management plans
- Capital improvement plans
- Water master plans
Feasibility Studies
Feasibility studies evaluate technical and economic alternatives for solving a specific system problem. Alternatives are compared on capital cost, O&M cost, constructability, and regulatory compliance to identify the most feasible solution. Common studies include:
- Physical and managerial consolidation
- Water supply alternatives, such as new wells, interties, or source rehabilitation
- Water quality and treatment alternatives, such as blending or treatment
- Storage, pressure, and fire flow alternatives
- Pipeline replacement and system improvement alternatives
Preliminary Engineering
Preliminary engineering defines the recommended project and sets the basis for final design and funding. It documents existing conditions, deficiencies, alternatives, and an opinion of probable cost. Our work includes:
- Preliminary engineering reports (PERs)
- Preliminary design drawings (30% design)
- Technical memorandums
- Opinions of probable construction cost
Evaluations and Assessments
These evaluations measure existing facilities against current and future demand and against regulatory requirements. They identify deficiencies and define the improvements needed. Our work includes:
- Needs assessments: identify a system's most urgent deficiencies and rank the improvements needed to correct them.
- System evaluations: review the condition, capacity, and operation of all major facilities, including sources, storage, pumping, and distribution.
- Source capacity studies: compare total source capacity with maximum day and peak hour demand, as required by CCR Title 22.
- Source assessments: evaluate the physical condition, yield, and water quality of an individual well or source, using pump testing, video surveys, and sampling.
- Storage capacity evaluations: determine whether existing storage meets operational, emergency, and fire flow requirements.
Hydraulic Modeling and Analysis
We develop and calibrate hydraulic models of the distribution system to evaluate pressure, flow, fire flow, and water quality under existing and future demand. Models identify deficiencies, test proposed improvements before design, and support planning, regulatory compliance, and long-term capital decisions.
GIS Mapping
We map transmission and distribution mains, tanks, pumps, PRVs, valves, hydrants, meters and other critical facilities using GPS field data collection and Esri software. We digitize old as-built drawings and record maps onto cloud-based interactive platforms that system staff can easily update. The data can be exported to other formats and used in hydraulic models. The GIS also becomes the foundation for asset management and capital improvement programs, linking condition assessments and risk rankings to priority projects.
Design Phase
Water system facilities are essential to public health, fire protection and quality of life in the communities we serve. We prepare bid-ready plans, specifications and engineer's estimates using CAD, GIS and hydraulic modeling tools. Our design services include:
- Groundwater wells: new wells and rehabilitation of existing wells
- Surface water and groundwater treatment facilities
- Water storage tanks and reservoirs
- Booster pump stations
- Transmission and distribution pipelines
- Water meters: manual read, AMR and AMI
- Administrative and equipment buildings
Bidding Support
We manage the bid process to secure qualified contractors at competitive prices, in compliance with client, funding agency, and public contracting requirements.
- Contract document assembly
- Bid advertisement
- Pre-bid meetings and site walks
- Bidder questions and addenda
- Bid opening and evaluation
- Award recommendation
- Contract execution and notice to proceed
Engineering Services During Construction
We support the client through construction to make sure the project is built according to the plans, specifications and funding agency requirements. Our services include:
- Preconstruction meetings and site walks
- Submittal and RFI review
- Coordination with electrical, structural and geotechnical engineers
- Field directives and design clarifications
- Change order review
- Construction observation and inspection
- Pay application review
- Project closeout: final inspection, punch list, record drawings and completion reports
